Joseph established Element Planning back in 2014 and is the companies Director and Principal Planner
Qualified with a degree in Town and Country Planning and as a New Zealand Planning Institute (NZPI) Associate Member, Joseph has nearly 15 years planning experience across the public and private sectors in both New Zealand and the United Kingdom.
With a network of multi-disciplinary contacts across the upper North Island coupled with an in depth knowledge of local authority processes, Joseph has the ability to coordinate and complete a wide range of resource management projects in urban, rural and coastal environments

Michelle Carmine
Director & Principal Consultant
Michelle has chosen to specialise in resource consenting within the Local Government environment, throughout her planning career.
Michelle has held various planning and leadership roles at multiple different Councils throughout the North Island. Her experience includes processing small to large complex resource consents, making decisions on applications and representing her clients as a planning expert during both Hearings and Environment Court Mediation.
She is a qualified Hearings Commissioner available to sit on Hearings Panels.
Michelle has a breath of knowledge spanning both Urban and Rural Environments and a strong understanding of the inner workings of Local Government.
Michelle has a direct, practical but friendly approach and knows the Resource Management Act like the back of her hand. Often described as "a bit of a planning geek!"
